Huangshi Economic and Technological Development Zone· Tieshan District held a 2023 emergency drill for chemical leakage accidents.

On the afternoon of June 15, 2023, at 3:30 PM, the "Huangshi Economic and Technological Development Zone & Tieshan District 2023 Hazardous Chemical Leakage Accident Emergency Drill" was grandly held at the company. The drill was hosted by the Kaitie District Emergency Management Bureau and the District Fire Rescue Brigade, undertaken by the Wangren Town People's Government and Huangshi Shi Xing Pharmaceutical Co., Ltd., and co-organized by the District Health and Health Bureau, the District Public Security Bureau, the District Ecological Environment Bureau, the District Traffic Police Brigade, and Hubei Ruiyuan Science and Technology Development Co., Ltd. A total of 20 people from relevant district emergency departments, 15 firefighters, and 48 people from other district enterprises participated in the drill and observation.

The simulated accident scenario involved a detached interface during the unloading of acetone in the solvent tank area of Shixing Pharmaceutical, causing acetone leakage. Static electricity ignited the flowing fire, which caused a backfire and subsequent tank rupture and leakage, resulting in personnel burns. After the accident, inspectors reported the situation via radio. The central control room immediately reported to the safety and environmental protection department and called 119 and 120. Company leaders immediately activated the company's emergency rescue plan, providing first aid to injured employees while organizing personnel to implement leak plugging, fire extinguishing, and cooling measures. Due to the large fire, it could not be extinguished, and the situation was reported to the district emergency management department.

After receiving the alarm, the district emergency management department immediately reported and activated the district's production safety accident emergency rescue plan according to procedure, mobilizing emergency rescue forces from public security, fire, emergency, environmental protection, and medical departments. Decisive measures were taken to extinguish the fire and evacuate the injured. With the joint efforts of various rescue departments, relevant hazards were eliminated, and the accident was successfully handled. During the drill, all participating units remained calm and cooperated closely, presenting an excellent demonstration for the observing units and providing a perfect answer to the emergency response and inter-departmental coordination measures of the Kaitie District units.

After the drill, Pan Xiaoliang, director of the Development Zone & Tieshan District Emergency Management Bureau, affirmed the drill and specifically praised the company's safety management work, stating that it was at the forefront of the development zone units. He encouraged the company to remain humble and continue to maintain its high standards.

The drill was a complete success. It further strengthened employees' safety awareness, tested the operability of the hazardous source special emergency plan, familiarized personnel with emergency rescue procedures, and laid the foundation for efficient and orderly safety production work in the future.
